Alliance CT / NH Magic Item Policy

Due to game-wide concerns regarding imbalance caused by unchecked magic item growth, the Caldaria Chapter joins other games on the East Coast by implementing an item cap policy for the remainder of the 2016 season or until such time as the issue is addressed at a game-wide level. This is not something we do lightly, knowing from personal experience both the costs and the benefits of the policies enacted elsewhere, but it is our fervent belief that implementation of our version will have a positive impact on our game.

It should be noted that this policy is specifically not a flat "number of rituals" policy as done in other chapters. It is our belief that this is less negative on older or higher level characters that have specific, character-defining items that would be unusable under a ritual number based policy, while still significantly restricting the number of ritual effects. There are also no restricted, banned, or otherwise limited rituals, beyond the standard item creation rules.

Under our policy, all characters have a specific cap of items and rituals that they may attune to their character each logistics period. Both the ritual/item cap and attunement are detailed below. Please address all questions to rules@caldaria.com. We will update this policy with clarifications as needed.

Attunement
All magic items must be attuned to a spirit to function. Every logistics period when items recharge they also clear their current attunement. Once attuned to a spirit the item will function normally, if the item loses contact with the spirit for more than a few minutes it will cease to function until it returns. unattuned Items may be attuned by spending time bonding with the item (IE. RP and going to find a marshal to add it to your characters battle board). Spirit Linked and Spirit Locked items are permanently attuned to the spirit they are linked/locked to, for the duration of the Link/Lock. Location rituals do not need to be attuned and simply exist, Artifacts need to be attuned, but do not count toward any pool, cap or total.

This means that items may be temporarily given to other players, even if it briefly takes them above the cap, but the good sportsmanship rules apply. The intent is that you can pass off an item if needed for a short amount of time while remaining in the vicinity (throwing someone a magic sword to fight a magic to hit monster. or picking up someone's item to heal them), but not for a substantial length of time, no giving it to them to take on a module.

Example: Kainen sees a pantherghast wander into a pack of dark elves. None of them have a magic weapon to hit the monster. Kainen hands the magic sword he attuned to his spirit to one of the dark elves. The sword will function normally for the Dark Elf. If the Dark Elves and the pantherghast run off into the forest fighting for an extended period of time (more than say 10 minutes) the sword's magical abilities will cease to function for the Dark Elf.
If the encounter ends and the Dark Elf 'forgets' to return the sword to Kainen, the sword's magical abilities will cease to function for the dark Elf at the end of the encounter. If the dark Elf keeps the sword until logistics, and has a free Item attunement slot, he may then attune the sword to himself and proceed to use it as normal

Item and ritual cap
All characters have two areas they may spend Attunement points in, Item slots and ritual pool. Attuning an item to one has no effect on the other. All characters are given ten (10) Attunement points, to assign how they see fit. The assignment and distribution of points may be changed during logistics. Additionally there will be a separate set of two (2) LCO Attunement points that follow these same rules, but may not be combined with non-LCO points, and will only allow LCO items.

Additional attunement points may be purchased by a character, through build, or Goblin stamps (30 Goblin stamps per point). In either case no character may purchase more than 3 additional points. For build this will be done by leaving character built unspent and requesting logistics make a note on your battleboard, due to Alliance by-laws and character transferability. For every cumulative ten unspent build (so ten, twenty, and thirty) unspent build, a character gains an additional attunement point. You may never have more than 3 bonus attunement points regardless of source.

Ritual Pool
+5 to your ritual pool for every attunement point spent.

Any number of items may be attuned to the ritual pool, as long as the total number of qualifying rituals on those items does not exceed the ritual pool total. No item attuned to your ritual pool may have more than six (6) qualifying rituals on it.
The following rituals do NOT count towards the ritual cap pool. Preserve Duration,
Permanent Duration, Cloak of Darkness, Investiture, Vengeance, Any RPO ritual (if in question check with a rules marshal)

Item Slots
2 Attunement Points = 1 Item Slot
4 Attunement Points = 2 Item Slots
7 Attunement Points = 3 Item Slots
10 Attunement Points = 4 Item Slots
13 Attunement Points = 5 Item Slots

Each item slot may have one physical item attuned to it, regardless of the number or makeup of the rituals on the item.

Sun-Li Kai, has no unspent build, and does not choose to expend any goblin stamps for extra points, and so has 10 Attunement Points, and 2 LCO attunement points to assign during Friday logistics. He has no items with more than 6 rituals, so he chooses to put all 10 attunement points into his ritual pool. That gives him 0 item slots, and 50 in his ritual pool. He has no LCO items so he assigns both points to LCO Ritual Pool giving him 10 in his LCO ritual pool. He then chooses to attune all of the items he owns to his ritual pool.

Jade Pendant (6 to ritual pool)
AA 30, P A4, Spell Store 18, Bane Gift 2/Day, Spirit Lock, Preserve.

Jade Statue (5 to ritual pool)
Cure Mortal Wounds 5/Day

Jade Bracelet (5 to ritual pool)

Jade Hilted Dagger (6 to ritual pool)
Life 5/Day, Circle of Power 1/Day, Preserve.

Jade Ring (2 to ritual pool)
Pin 2/Day

Jade Pin (3 to ritual pool)
Spell Shield 3/Day

Jade Socks (4 to ritual pool)
Magic Armor 2/Day, Light 2/Day

Jade Thong (6 to ritual pool)
Dodge 3/Ever, Earth Eviscerate 3/Ever

Jade Pencil (1 to ritual pool)

With these items attuned, Sun-Li Kai has used 50 out of his 50 ritual pool points, and 0 out of 10 LCO ritual pool points available to him. If he finds (or otherwise acquires) a new Jade Ring that has 2 Prisons /Day on it, and is an LCO item, he may attune it to himself (by visiting a marshal) if the item is not already attuned to another spirit, or wait until the current attunement clears (logistics) and then attune it to himself. He would then have 8 points remaining in his LCO ritual pool.

If Sun-Li Kai meets with an unfortunate end during one of his adventures, and upon resurrection finds that his Bracelet, and dagger are missing he will have to find them, or wait until the next logistics period to attune new items of any number that add up to 12 rituals or less.

Permanence, Item recall, DA +3, Monster Slayer +8, Magic Armor 16/Day

Shield (1 item slot)
Permanence, Spirit Link, PA4, Spell Store 10, Spell Shield 10/Day

Belt (1 Item slot)
Preserve, Cloak Command 5/day, Cloak Gift 4/Day, Cloak Necromancy 4/Day

LCO Ring (1 LCO item slot)
Preserve, Cure Mortal Wounds 5/day, Dodge 5/Ever

With these items attuned Kainen has used all 4 of his item slots, and his 1 LCO item slot. If he chooses to cast a skill store ritual and add another 3 dodges to his Belt, he may do so. If he acquires another item, he will have to wait until logistics and swap out one of his above listed items to attune the new item.

If Kainen meets with an unfortunate end and upon resurrection finds his belt missing, he will have to find the item or wait until logistics. At which time he may attune a new single item, or re-spend his attunement points.

If he chose to re-spend he could do so, by placing 7 points into his Item Slots, and 3 points into his ritual pool. That would give him 3 item slots, and a ritual pool of 15. His LCO points remain unchanged. Keeping everything from above except the belt he would then add the following.

Bracelet (4 to Ritual Pool)
Bind 4/Day

Shell (2 to ritual pool)
Cloak Summoned Force 2/Day

With these items attuned Kainen has used 3 Item slots, 1 LCO Item Slot, and 6 of his Ritual Pool. That would allow him to attune additional items to his ritual pool if he acquired more and a single item did not exceed 6 total rituals.

Vi’lyn has no unspent build and does not expend any goblin stamps for extra attunement points. He then has 10 Attunement points, and 2 LCO attunement points.
Because he has no magic items and hopes to find or ‘borrow’ some, he chooses to put all of his attunement points into Ritual Pool. This gives him a Ritual Pool of 50 and an LCO ritual pool of 10.
He then chooses to purchase a Tier 1 wellfire package with goblin stamps for 100 goblin stamps. A Tier 1 wellfire package counts as a 3 rit LCO item. Vi’lyn can attune his wellfire to either of his ritual pools, but chooses to use his LCO ritual pool.

This leaves Vi’Lyn with 50 in his ritual pool and 7 in his LCO ritual pool, and he has spent a total of 100 goblin stamps.

Anyon has no unspent build and does not expend any goblin stamps for extra attunement points, giving him 10 Attunement points and 2 LCO attunement points. He has three items that he wants to bring into game,one of them LCO, all with more than 6 rituals on them.

He chooses to put 4 Attunement points into item slots, and 6 attunement points into ritual pool. He also chooses to put his 2 LCO points into Item slots. This gives him 2 Item Slots, 1 LCO Item slot, and 30 ritual pool. He then attunes the following items.

Sword (1 Item Slot)
DA +3, Spell Strike cure light wounds x15

Shield (1Item Slot)
PA4, Light x12

Belt (1 LCO Item slot)
LCO - Remove weakness x8

This leaves him with only 30 in his ritual pool to attune items that he may find or otherwise acquire.

Joshua has 20 unspent build and spends 30 goblin stamps for a total of 3 extra attunement points, giving him 13 Attunement points and 2 LCO attunement points.

He chooses to put 10 Attunement points into item slots, and 3 attunement points into ritual pool. He also chooses to put his 2 LCO points into ritual pool. This gives him 4 Item Slots, 15 ritual pool, and 10 LCO ritual Pool. He then attunes the following items.

Sword (1 Item Slot)
DA +3, Cloak Command x5, Bane Command x5, Flame Aura, Preserve

Shield (1Item Slot)
Cloak Necromancy x5, Cloak Curse x5, Cure Mortal Wounds x8, Preserve

With these items attuned, Joshua has used all 4 of his Item Slots, 12 out of his 15 ritual pool and 6 out of his 10 LCO ritual pool.

Note - Cloak of darkness and artifacts do not count.

Note - The Belt and the headband have separate sets of rituals cast on them. All are active due to the physical item being attuned to the purchased item slot.
